54-15: An Act Increasing All Cumulative Grade Point Average Requirements in Chapters I, II, and III of the Bylaws from 2.2 to 2.5

AN ACT INCREASING ALL CUMULATIVE GRADE POINT AVERAGE REQUIREMENTS IN CHAPTERS I, II, AND III OF THE BYLAWS FROM 2.2 TO 2.5

PURPOSE:  To increase the minimum Cumulative Grade Point Average requirements for Chapter I, Section 1.1(B), 1.2(B), 1.3(B)1, 1.3(C)1, and 1.3(E)1, Chapter II, Section 2.1(B), 2.2(A)1, and 2.2(B)1, and Chapter III, Section 3.1(B),  3.8(B)1, and 3.8(B)2 in the Missouri Students Association Bylaws.

WHEREAS, The current minimum Cumulative GPA requirement for all MSA Leadership positions is 2.2; AND

WHEREAS, This academic standard is the minimum set for all student leaders of every student organization on campus recognized by the University per the M-Book on p.22 under the Section B, titled “Officers”; AND

WHEREAS, The M-Book does not prohibit individual student organizations from increasing minimum Cumulative GPA requirements for their respective student leaders above 2.2; AND

WHEREAS, The current Cumulative GPA requirement is 2.2 for the following leadership positions according to the Bylaw sections enumerated above:  President, Vice-President, Chief of Staff, Secretary of Auxiliaries, Department Directors, Senate Speaker, Senate Committee Chairs, Senate Clerk, Chief Justice, BEC Chair, and BEC Vice-Chairs; AND

WHEREAS, MSA Leaders ought to demonstrate a priority of academic excellence in their capacity as students; AND

WHEREAS, The current Executive Cabinet has made a verbal commitment that each member will maintain at least a 2.5 Cumulative GPA for the duration of his or her term; AND

WHEREAS, Increasing Cumulative GPA requirements for MSA Leaders serves to solidify this commitment for all future administrations as well demonstrate a commitment to academic excellence.

THEREFORE BE IT RESOLVED BY THE MISSOURI STUDENTS ASSOCIATION HERE ASSEMBLED that the following Bylaw changes take effect for those taking office in 2016:

 

1.10 PRESIDENT – The President shall serve as the head of the executive branch and provide direction for the association.

 

(A) TERM OF OFFICE – The President shall serve a one year term beginning during the first Senate meeting in January following the general election.  The President is required to be present on campus to fulfill their duties whenever classes are in session, including the summer session.  Failure to fulfill the duties prescribed above shall result in the termination of pay for the period in which the President was absent.
(B) REQUIREMENTS – The President shall have been a member of the association for more than two semesters in total.  The President shall maintain a 2.5 cumulative GPA for the duration of his/her term.

 

1.20 VICE PRESIDENT – The Vice President shall serve as the assistant head of the executive branch and shall provide direction for the association.
(A) TERM OF OFFICE – The Vice President shall serve a one year term beginning during the first Senate meeting in January following the general election.  The Vice President is required to be present on campus to fulfill their duties whenever classes are in session, including the summer session.  Failure to fulfill the duties prescribed above shall result in the termination of pay for the period in which the Vice President was absent.
(B) REQUIREMENTS – The Vice President shall have been a member of the association for more than two semesters in total.  The Vice President shall maintain a 2.5 cumulative GPA for the duration of his/her term.

 

1.30 APPOINTMENTS – It shall be the responsibility of the President to make the following appointments.

 

(A) JUDICIAL APPOINTMENTS – the President shall appoint student(s) to become Justice(s) in the event of a vacancy in the Student Court.  Any such appointment shall be subject to the approval of the Senate Operations Committee and then full Senate (Chapter II).

(B) PRESIDENTIAL ASSISTANT APPOINTMENT – The President shall appoint a person as an assistant to the President who shall serve in a capacity of Chief of Staff.  Any such appointment shall be subject to the approval of the Senate Operations Committee and then full Senate (Chapter II).

(1) REQUIREMENTS – The Chief of Staff shall maintain a 2.5 cumulative GPA for the duration of his/her term.

(C) SECRETARY OF AUXILIARIES – The President shall appoint a person as an assistant to the President who shall serve in a capacity of Auxiliary liaison.  Any such appointment shall be subject to the approval of the Senate Operations Committee and then full Senate (Chapter II).

(1) REQUIREMENTS – The Secretary of Auxiliaries shall maintain a 2.5 cumulative GPA for the duration of his/her term.

(D)  ASUM CAMPUS PRESIDENT — The ASUM Campus President shall be a member of the Executive Cabinet in an ex officio capacity.

(E) DEPARTMENT DIRECTOR – The President shall appoint one student to each of the executive Departments to serve as Director.  Any such appointment shall be subject to the approval of the Senate Operations Committee and then full Senate (Chapter II).

(1) REQUIREMENTS – The Directors shall maintain a 2.5 cumulative GPA for the duration of their term.
(2) SPECIAL REQUIREMENTS – The Director of Student Activities must have been a member of the Department of Student Activities for at least one complete semester before becoming eligible to be hired.

 

 

2.10 SENATE SPEAKER – The Speaker shall serve as the head of the legislative branch and provide direction for the Senate.
(A) TERM OF OFFICE – The Speaker shall serve a one year term beginning during the first Senate meeting in March following the election of the Speaker.  The Speaker is required to be present on campus to fulfill their duties whenever classes are in session, including the summer session.  Failure to fulfill the duties prescribed above shall result in the termination of pay for the period in which the Speaker was absent.
(B) REQUIREMENTS – The Speaker shall have been a Senator or officer of the Senate for more than two semesters in total and shall be a current Senator or officer of the Senate to be eligible to run for Speaker.  The Speaker shall maintain a 2.5 cumulative GPA for the duration of his/her term.

 

2.20 APPOINTMENTS – It shall be the responsibility of the Speaker to make the following appointments.

 

(A) COMMITTEE CHAIR APPOINTMENTS – the Speaker shall appoint student(s) to become Committee Chair(s) in the event of a vacancy.  Any such appointment shall be subject to the approval of the Senate Operations Committee and then full Senate (Chapter II).

(1) REQUIREMENTS – Committee Chairs must maintain a 2.5 cumulative GPA for the duration of their term.

(B) CLERK APPOINTMENT – the Speaker shall appoint a student to become the Clerk of the Senate in the event of a vacancy.  Any such appointment shall be subject to the approval of the Senate Operations Committee and then full Senate (Chapter II).

(1) REQUIREMENTS – The Clerk of the Senate must maintain a 2.5 cumulative GPA for the duration of his/her term.

 

 

3.10 CHIEF JUSTICE – The Chief Justice shall serve as the head of the judicial branch and provide direction for the Court.
(A) TERM OF OFFICE – The Chief Justice shall serve a term beginning during the first Senate meeting in which the Chief Justice is approved and end when the Chief Justice resigns or ceases to be a student.
(B) REQUIREMENTS – The Chief Justice shall have been a member of the association for more than two semesters in total.  The Chief Justice shall maintain a 2.5 cumulative GPA for the duration of his/her term.

 

3.80 BOARD OF ELECTIONS COMMISSIONERS – The Board of Elections Commissioners (BEC) shall serve as an independent entity of the association that shall certify the results of all elections and referenda.

 

(A) SUPERIORITY CLAUSE – The BEC as defined in this chapter of the bylaws shall only answer to passed legislation of the Senate, and Judicial court rulings. No other agency shall interfere with the BEC except for what is listed in this chapter of the bylaws.

(B) APPOINTMENTS – Appointments to the BEC shall be made during the semester prior to the Spring Semester.

(1) APPOINTMENT OF THE CHAIR – The Chair of the BEC shall be appointed jointly by the President, Senate Speaker, and Chief Justice.  The President, Senate Speaker, and Chief Justice must shall come to a unanimous decision to appoint a Chair.  Any such appointment shall be subject to the approval of the Senate Operations Committee and then Full Senate (Chapter II).

(a) REQUIREMENTS – The Chair must shall maintain a 2.5 cumulative GPA for the duration of his/her term., and be confirmed by Operations and Full Senate.

(2) APPOINTMENT OF THE VICE CHAIRS – The Chair of the BEC, after appointment, shall appoint two students to serve as Vice Chairs.  The President, Senate Speaker, and Chief Justice must shall come to a unanimous decision to approve the appointment of Vice Chairs.   Any such appointment shall be subject to the approval of the Senate Operations Committee and then Full Senate (Chapter II).

(a) REQUIREMENTS – The Vice Chairs must shall maintain a 2.5 cumulative GPA for the duration of his/her term., and be confirmed by Operations and Full Senate.
