AN ACT TO AMEND THE MSA BYLAWS VIA REFERENDUM

PURPOSE: To move the RSVP Center to the Department of Student Life.

WHEREAS, Student Life has offered to grow the RSVP Center in the future; AND

WHEREAS, the RSVP Center is an important part of campus safety and wellbeing; AND

WHEREAS, allowing the RSVP Center to reach more students and become a bigger part of campus can only benefit students at the University of Missouri.

THEREFORE, BE IT ENACTED BY THE MISSOURI STUDENTS ASSOCIATION SENATE that if the following referendum is passed, the RSVP Center be moved from the MSA fiscal budget and removed from the MSA bylaws on June 1st of 2014. The RSVP Center shall then become permanent fixture in the Department of Student Life. The Bylaws shall be ammended to read as follows:

7.55 RSVP CENTER – The duty of the Relationship and Sexual Violence Prevention Center shall be to provide students with a variety of educational material and resources to raise the overall awareness of sexual violence in an effort to halt the trends of rape and sexual violence.  The RSVP Center shall be a staff supervised auxiliary.

  1. 55 STUDENT DESIGN CENTER – It shall be the duty of the Student Design Center to create professional graphic designs to be used as promotional material for MSA/GPC.  The Student Design Center shall be a staff supervised auxiliary.
  2. 60 STUDENT LEGAL SERVICES – It shall be the duty of Student Legal Services to provide legal education and consultation to students.  Student Legal Services shall be a staff supervised auxiliary.
  3. 65 WEB DEVELOPMENT TEAM – It shall be the duty of the Web Development Team to assist MSA in web development programs.  The Web Development Team shall be a staff supervised auxiliary.
  4. 70 KCOU – It shall be the duty of KCOU 88.1 FM to provide college radio station programming as well as providing necessary station operating training to the students of the University.  KCOU shall be a student supervised auxiliary.
  5. 75 MUTV – It shall be the duty of MUTV 23 to provide television programming as well as necessary station operating training to students of the University.  MUTV shall be a student supervised auxiliary.
  6. 80 STRIPES – It shall be the duty of STRIPES to provide students with a safe and confidential ride home during nights in which STRIPES is operating.  STRIPES shall be a student supervised auxiliary.
  7. 85 TIGER PANTRY –  It shall be the duty of Tiger Pantry to provide students, faculty, and staff at the University of Missouri with help acquiring food and additional services to help fight hunger.  Tiger Pantry shall be a student supervised auxiliary.
  8. 90 TRUMAN’S CLOSET – It shall be the duty of Truman’s Closet to offer students, faculty and staff  at the University of Missouri the ability to borrow professional business attire free of charge. This service will also aim to strengthen students’ professional etiquette and image through educational opportunities.

BE IT FURTHER ENACTED BY THE MISSOURI STUDENTS ASSOCIATION SENATE that a referendum to move the RSVP Center from Auxiliary status be placed on the Spring 2014 ballot on May 7th and 8th as administered by the Board of Election Commissioners.

 

BE IT FURTHER ENACTED BY THE MISSOURI STUDENTS ASSOCIATION SENATE that the Missouri Students Association Senate recognizes this referendum as a “special election”.

 

BE IT FURTHER ENACTED BY THE MISSOURI STUDENTS ASSOCIATION SENATE that the wording for the changes on the Spring 2014 ballot as administered by the Board of Election Commissioners be as follows:

 

“Do you support changing the administrative oversight of the Relationship and Sexual Violence Prevention (RSVP) Center to the MU Department of Student Life? This will let the office grow and play a more integral part on campus. This change will move the RSVP Center from the MSA Bylaws and Fiscal Budget, and place the budget into the Department of Student Life with equal or greater funding and better opportunities.
