A RESOLUTION SUPPORTING THE PRACTICE THAT CONTINGENCY AND RESERVE REQUEST FORMS BE SUBMITTED AS INDEPENDENT LEGISLATION
PURPOSE: To support the practice of submitting contingency and reserve request forms as independent pieces of legislation. All contingency and reserve request forms will be understood as being submitted as legislation to be heard in Budget committee and, upon approval by the Budget committee according to Chapter IV, Section 4.30, at the following full Senate meeting for two readings.
WHEREAS, The current practice for completing contingency and reserve requests has two parts: One, the party who submits the contingency and reserve request form and two, the drafting of separate legislation that allows the form to be submitted to the Senate clerk; AND
WHEREAS, Previous legislation tied to a contingency and reserve request, specifically Bill 53-27, was worded in a way that misrepresented where and how funds from the contingency and reserve account would actually be applied and insinuated a violation of the funding restrictions clause in Chapter IV, Section 4.3(C) of the Missouri Students’ Association Bylaws; AND
WHEREAS, Submitting contingency and reserve request forms as independent pieces of legislation submitted to the Budget committee and full Senate, respectively, without attaching additional paperwork that is separate legislation expedites the filing process by removing an unnecessary obstacle; AND
WHEREAS, The contingency and reserve request form has been adapted from its original draft and formatted to meet all criteria demanded by all other pieces of legislation.
THEREFORE BE IT RESOLVED BY THE MISSOURI STUDENTS’ ASSOCIATION HERE ASSEMBLED THAT all contingency and reserve requests forms be understood as a template for legislation, being held to the same standards as any piece of legislation.
