A RESOLUTION URGING A CHANGE IN THE GENERAL ATTENDANCE POLICY OF THE MISSOURI STUDENTS’ ASSOCIATION SENATE

PURPOSE:  To urge the Speaker of the Missouri Students’ Association Senate to change the current attendance, proxy and entrance requirements for prospective At-Large senators policy for the Missouri Students’ Association Senate.

WHEREAS, An editorial by the Maneater, published February 22nd, 2013 titled “Editorial:  MSA’s social culture not conducive to real progress,” gave rise to an overhaul in the attendance, proxy and entrance requirements for prospective At-Large senators policy in the Missouri Students’ Association Senate by calling into question the conduct of Senate regarding At-Large elections; AND

WHEREAS, The attendance, proxy and entrance requirements for prospective At-Large senators policy implemented by former Speaker of the Senate McKenzie Morris, although installed in good a faith effort to remedy issues presented by the Maneater editorial regarding the Missouri Students’ Association Senate as a “self-elected club” in relation to At-Large Senators being elected on the basis of “insider” status, was reactionary and idealistic; AND

WHEREAS, The current attendance, proxy and entrance requirements policy has caused in whole or in part a decline in retention and participation in the Missouri Student Association Senate and its respective committees; AND

WHEREAS, Participation and retention in the Missouri Students’ Association Senate and its respective committees is imperative to the mission, operation and function of it; AND

WHEREAS, An attendance and proxy policy that is realistic while adhering to the fundamental principles that Senators are not only expected but required, less academic scheduling conflicts exist, to attend their committee meetings and full Senate meetings in order to serve their constituents, the student body and fulfill their Oath of Office would likely increase participation and retention within the Missouri Student Association Senate; AND

WHEREAS, An entrance requirements policy that encourages imminent activity from prospective At-Large senators to run for available At-Large positions that are immediately available would ease access into Senate, thereby increasing participation.

THEREFORE BE IT RESOLVED BY THE MISSOURI STUDENT ASSOCIATION HERE ASSEMBLED THAT the Speaker of the Senate reduce the number of absences from three to two, either excused or unexcused, for committee meetings and full Senate meetings.

BE IT FURTHER RESOLVED THAT the Speaker of the Senate, on conditional discretionary limitation, implement the appropriate use of proxies who, among having voting and speaking rights, do not count against the attendance policy above recommended.

BE IT FURTHER RESOLVED THAT the Speaker of the Senate bring the required number of meetings before a student may run for an At-Large seat down from two to one.
