AN ACT TO CHANGE THE DEPARTMENT OF STUDENT COMMUNICATIONS TO THE COMMUNICATIONS DIRECTOR

PURPOSE: To amend Chapter I and VI of the bylaws pertaining to the Department of Student Communications within the Executive Branch of the Association.
WHEREAS, currently, the Department of Student Communications has two members: the Director and an Outreach chair; AND
WHEREAS, a Department Structure and the previous committees mentioned in the Bylaws have not been used by previous DSC Directors; AND
WHEREAS, changing the Department of Student Communications to a Communications Director will increase efficiency and accuracy within the Executive Branch.

THEREFORE BE IT ENACTED BY THE MISSOURI STUDENTS ASSOCIATION SENATE that Chapter VII be amended to read as follows:

1.50 EXECUTIVE DEPARTMENTS – There shall be two executive departments titled: the Department of Student Activities and the Department of Student Services.
1.80 Communications Director – It shall be the duty of the Communications Director to educate and inform the students of the University of activities and events of the Missouri Students Association. The Communications Director shall also administer and oversee the MSA Outreach Committee. The Communications Director may also create as many committees to assist with their duties as he/she sees necessary.
(A) OUTREACH COMMITTEE – The Outreach Committee shall be responsible for the following duties.
(i) MSA Outreach is responsible for the recruitment of new members for the Missouri Students Association. Duties include but are not limited to tabling at Summer Welcome and elsewhere, and information sessions to occur no less than once per semester.
(ii) Student Organization Relations – ­MSA Outreach is responsible for contacting, establishing, and maintaining relationships with student organizations.
(iii) Student Feedback -­ MSA Outreach is responsible for gathering student feedback through various mediums in collaboration with the Senate Campus and Community Relations Committee.
(iv) Appointment­ – The MSA Outreach Chair will be appointed by the President, Director of Student Communications and Senate Speaker with advice of the former MSA Outreach Chair and approval of the Senate Operations Committee.
(v) Executive Board of Outreach – ­The Outreach Chair may appoint a vice­ chair(s), secretary, scheduler, and as many liaisons for different organizations, departments, etc. as he/she sees necessary.

6.40 MISSOURI INTERNATIONAL STUDENT COUNCIL (MISC)
(A) INTER­GOVERNMENT COMMUNICATION:
(i) EXECUTIVE AND LEGISLATIVE OFFICERS: To ensure communication between the Missouri Students Association (MSA) and the Missouri International Student Council (MISC), representatives of both organizations shall meet at least twice during both the fall and winter semesters to discuss position statements, policy decisions, inter­organizational workings, and the composition of internal and external committees, or any other business. In addition to these meetings, they may meet at any time deemed necessary. By­laws of each organization shall have specific language requiring their officers to attend these meetings.
(ii) MINUTES AND LEGISLATION: MSA and MISC shall send copies of the minutes, programming events, and passed legislation of their senate meetings to the presiding officer of the other legislative body. MSA and MISC shall send copies of their agendas for Senate and General Assembly meetings respectively within a week of the meetings. The Director of the Department of Student Activities, Student Services, or the Communications Director shall send the President of MISC a list of events, plans, and activities they will put on monthly.
