A BILL TO CHANGE CHAPTER I OF THE BYLAWS

PURPOSE: To amend Chapter I of the bylaws of the MSA bylaws

WHEREAS, there is no mechanism in the MSA Bylaws regarding the removal of chancellor’s standing committees; AND

WHEREAS, this prevents the removal of an MSA appointed member of a chancellor’s standing committee member who does not accurately represent the student voice; AND

WHEREAS, giving the MSA Senate the power to impeach an MSA appointed member of a chancellor’s standing committee would ensure that the student voice is maintained on all chancellor’s standing committees.

THEREFORE BE IT RESOLVED BY THE MISSOURI STUDENTS ASSOCIATION SENATE that Chapter I of the MSA Bylaws read as follows:

1.30 APPOINTMENTS

(A) ADMINISTRATIVE APPOINTMENTS-Internal Executive appointments and Senate confirmation procedures shall begin immediately following official election results. All appointments shall become official upon the inauguration of the President and confirmation by the Senate.

(B) CHANCELLOR’S COMMITTEE APPOINTMENTS-Student-Faculty Committee seats shall be filled by appointments of the President.

(1) NOMINATIONS-The President shall maintain a list of open Student-Faculty Committee seats and make it available at full Senate meetings and by request. The President shall appoint students to fill any empty seats after a petitioning period of no less than 7 days and no more than 30 days. If a student petitions for more than 30 days and the seat remains vacant the Speaker of the Senate shall have the power to appoint that student without presidential approval.

(2) REMOVAL OF STUDENT MEMBERS OF CHANCELLOR’S STANDING COMMITTEES Members of Chancellor’s Standing Committees may only be removed through resignation, the expiration of their term or as a result of impeachment proceedings. (C)(D)JUDICIAL APPOINTMENTS-The MSA President and Vice-President shall submit to the Operations Committee their recommendations for Justice(s) within three weeks following the effective resignation of each Justice. If the deadline would happen to fall after the last week of classes, the deadline shall be three weeks from the start of classes for the following semester.

Recommendations to replace graduating Justices shall be submitted to the Operations Committee two weeks prior to the last Senate meeting of the current semester.
