An Act to Allocate Contingency and Reserve Funds for MUTV and KCOU

WHEREAS, KCOU presented various funding proposals to the MSA Budget Committee, MU Parent’s Association, and Student Fee Capitol Improvement Committee, and,

WHEREAS, MUTV presented various funding proposals to the MSA Budget Committee, MU Parent’s Association, Student Fee Capitol Improvement Committee, City of Columbia Public Resource Funding, and the Interdisciplinary Innovations Fund (IIF), and,

WHEREAS, KCOU has future fundraising plans through a membership program, more on-campus event work and various other possibilities, and,

WHEREAS, MUTV has future plans to raise money through the City of Columbia Resource Fund and the MacArthur Foundation’s Digital Media and Learning grant, and,

WHEREAS, KCOU has estimated costs totaling $140,100.00 to fund a Main Studio, News & Live Studio, Production Studio, and Shop, and,

WHEREAS, MUTV has estimated costs totaling $364,814.09 including capabilities, green screen, and lighting, and studio and editing bays, and,

WHEREAS, KCOU has received grants/funding totaling $109,464.54 as of April 27, 2010, and,

WHEREAS, MUTV has received grants/funding totaling $148,746 as of April 27,2010, and,

WHEREAS, Senate Bill 48-110 states that MSA Budget Committee reserves the right to over-match funds in a given year by either MUTV or KCOU if money is available and the decision is deemed financially responsible, and,

WHEREAS, KCOU has raised $24,730 in FY10, and,

WHEREAS, MUTV has raised $53,373 in FY10, and,

WHEREAS, Contingency and Reserve has a balance of $81,063 as of April 26, 2010, and,

WHEREAS, Contingency and Reserve should maintain a balance in order to protect against potential future emergencies, and,

WHEREAS, only $70,000 can be dispersed between the two auxiliaries, and,

WHEREAS, the total amount needing to be matched is $78,103,

THEREFORE, BE IT ENACTED by Missouri Students Association that 32% of the total dispersed, or $22,400, be transferred from Contingency and Reserve (MoCode CP192) to KCOU Equipment Reserve  (MoCode DC872) for project number CC000486, and,

BE IT FURTHER ENACTED by Missouri Students Association that 68% of the total dispersed, or $47,600, be transferred from Contingency and Reserve (MoCode CP192) to MUTV Equipment Reserve (MoCode DDR10) for Project number CC000494.
