An Act Establishing Rule 40 of the Senate
Purpose: To establish a mandatory training session for new Senators to acquaint them with the workings of the Missouri Students Association.
WHEREAS, Article V, Paragraph A of the MSA Constitution establishes the Senate as the legislative body of the Missouri Students Association, AND
WHEREAS, Article V, Paragraph B, Section 2, Subsection b of said Constitution mandates 20 Senate seats be reserved for Senators elected at-large, with a minimum of 5 reserved for freshmen, AND
WHEREAS, Chapter 2.10, Section B, Subsection 2 of the MSA Bylaws states that up to 10 of the 50 seats set aside for Academic College Senators may be designated as at-large seats if they are not filled through elections held in their respective Colleges, AND
WHEREAS, this arrangement means the Senate will have no fewer than 5 and as many as 20 to 30 Senators each year with no prior experience with the workings of the Senate, AND
WHEREAS, moreover, those Senators who have been duly elected by their academic college to fill one of the designated 50 Senate seats may also not have any prior experience with the workings of the Senate, AND
WHEREAS, every Senator—whether new or seasoned, at-large or representing a designated college—should have the tools and knowledge to feel confident in their abilities and to feel the equality and respect they rightfully deserve, AND
WHEREAS, in order to directly break the status quo culture that doesn’t bring our new members into the important business discussions and that also leaves them self-conscious of their ability to share their thoughts and opinions, a training session for new members (and seasoned members if they so choose) must be called for in the Rules of the Senate to show our commitment to this end and to ensure our commitment is sustained.
THEREFORE, BE IT ENACTED BY THE MISSOURI STUDENTS ASSOCIATION SENATE that Rule 40 of the Rules of the Senate is established, to read as follows:
“Rule 40. Any student beginning his or her first term as a Senator will be required to attend a New Senator Training Session, to be held in September following the close of the first Senate session of the new academic year. The material covered in this course will include, but not be limited to: an overview of the Rules of the Senate, instruction in Parliamentary Procedure, how to write a bill, bill report, resolution, or related document, and an overview of the MSA Constitution and Bylaws. It shall be the duty of the Speaker to ensure this task is faithfully executed. Moreover, the Speaker of the Senate shall hold New Senator Training Sessions throughout the academic year as needed to ensure that those joining the Senate after the aforementioned mandated session in September serve no longer than two (2) months without having attended a training session as provided here in this rule.
