An Act to Amend MSA Bylaws in accordance with Bill #49-14

WHEREAS: Bill 49-14 created Chapter VIII of the MSA Bylaws in the process of creating the Office of Inspector General, and

WHEREAS: the Office of Inspector General is governed by Chapter 8.1 of the MSA Bylaws, and

WHEREAS: Chapter VIII is defined as “All laws relating to independent government agencies within the Association shall be placed in Chapter Eight of the MSA Bylaws,”and

WHEREAS: the Board of Election Commissioners, henceforth referred to as the BEC, falls under this description, and

WHEREAS: the BEC is governed by Chapters 5.05 and 5.09 of the MSA Bylaws, and

WHEREAS: Chapter V of the Bylaws is defined as “All laws relating to the administration of MSA elections” but does not explicitly state the BEC must be governed by this chapter, and

WHEREAS: Chapter VIII was created with the intention of containing bylaws governing all independent, non-service-oriented agencies within MSA.

THEREFORE BE IT ENACTED BY THE MISSOURI STUDENTS ASSOCIATION SENATE that the language of Chapters 5.05, 5.08 and 5.09 of the MSA Bylaws be shifted in its entirety to Chapter VIII.

BE IT FURTHER ENACTED that Chapters 5.05 and 5.08 be redesignated Chapters 8.20 and 8.21, respectively.

BE IT FURTHER ENACTED that Chapter 5.09 be redesignated Chapter 8.22 and its title expanded from “RESPONSIBILITIES” to “RESPONSIBILITIES OF THE BEC.”
