WHEREAS, Senate Roll Call Votes are intended to bring Senators to vote on the record as opposed to voting via voice vote; AND
WHEREAS, roll call votes aid in creating a spirit of transparency and accountability between Senators and Constituents; AND
WHEREAS, the larger majority of those roll call votes called are not made public on the MSA Senate website or by additional means; AND
WHEREAS, the spirit of transparency and accountability to the students of the Association in matters of official Senate votes can only be truly fulfilled if those votes are made public to students via the MSA Senate website or additional means; AND
WHEREAS, the same holds true for the publication of the Minutes of the Senate;
THEREFORE, BE IT ENACTED BY THE MISSOURI STUDENTS ASSOCIATION SENATE that Rule 19 and Rule 20 of the Rules of the Senate shall be amended as follows:
Rule 19. VOTING
I. After a question has been called for, the authors of any act or resolution may request a one minute summarizing speech. After the speech, or if no speech is offered, the Speaker shall call for a vote.
II. If the outcome is in question, or if requested by a member, the Speaker shall call for a hand vote.
III. A member may request a roll call vote with the approval of  5 other members. The Clerk shall call out present members by last name (by first and last name if there are two or more members sharing the same last name) and they shall answer “aye,” “no,” or “abstain.” The results of all roll call votes on the question of final passage of any act or resolution shall, within 48 hours of the adjournment of the session in which the vote took place, be made public on the Senate website under the heading specific to said act or resolution, and on/by any other means deemed appropriate.
IV. In the case of an Impeachment Trial, the Clerks shall take a roll call vote following the final summarizing speech. This rule shall not be suspended.
Rule 20. The counts of all hand and roll-call votes on legislation and amendments shall be published by the Clerk in the minutes. On a roll-call vote, the Clerk shall publish the last names of senators voting aye, no, or abstain in the minutes. The minutes, within 48 hours of approval by the Senate, shall be made public on the Senate website and on/by any other means deemed appropriate.
BE IT RESOLVED that in accordance with Senate Rule 33, a vote of 3/5 of those Senators present at the time of the calling of the question on final passage of this act be required for its passage; AND
BE IT FURTHER RESOLVED that as per Article V, Paragraph F of the Missouri Students Association Constitution that because this act is not a bylaw or an appropriation it does not have to be sent to the President for his approval and shall take effect immediately upon passage.
