48-63: An Act to Reallocate $32,000 of Student Fee Deposits into MSA Contingency and Reserve Fund (Withdrawn)

Amended 2/17/09 4 p.m.:

Whereas, as of February 16, 2009, the Vice President of MSA was informed by the Student Life Fiscal Advisor that the student fee deposit would total $57,000, and,

Whereas, this amount would be kept into Contingency and Reserve to be allocated for FY10 or any possible expenditures during the remainder of FY09 using current Contingency and Reserve procedure, and,

Whereas, these funds can be used for the remainder of FY09 to resolve current budget corrections such as:

•    A $5,000 reallocation to the Technical Support student salaries line item to prevent a recurring budgetary issue of insufficient funds for labor. The FY10 budget will also incorporate additional funding to correct this budget line item.

Therefore, let it be enacted by the Senate of the Missouri Students Association that $52,000 be moved into Contingency and Reserve, after accounting for the $5,000 reallocation to the Technical Department student salaries line item.

Original Bill:

Whereas, as of February 16, 2009, the Vice President of MSA was informed by the Student Life Fiscal Advsior that the student fee deposit would total $57,000, and,

Whereas, this amount would be kept into Contingency and Reserve to be allocated for FY10, and,

Whereas, making plans for this money allows for a more accurate projection of carryover at the end of FY10, and,

Whereas, these funds can be used for the remainder of FY09 to resolve current budget corrections and proposed student activities and services such as:

•    A $5,000 reallocation to the Technical Support student salaries line item to prevent a recurring budgetary issue of insufficient funds for labor. The FY10 budget will also incorporate additional funding to correct this budget line item.
•    A $20,000 allocation to create a new equipment and activities fund intended for purchases to the new student center and for new or additional programming for MSA departments and auxiliaries.
And,

Whereas, this new equipment and activities fund and its distributions would be the responsibility of the MSA Vice President in conjunction with the MSA Budget Committee and both parties will have the ability to veto the other’s decision, and,

Whereas, both the MSA Vice President and MSA Budget Committee must agree upon the funding requests and proposed use for the funds to be released.

Therefore, let it be enacted by the Senate of the Missouri Students Association that $32,000 be moved into Contingency and Reserve, after accounting for the $5,000 for the Technical Department and $20,000 for the Equipment and Activities Fund, and,

Therefore, let it be enacted by the Senate of the Missouri Students Association to recognize the MSA Vice President’s and the MSA Budget Committee’s jurisdiction over the requests that are brought to them.
