48-61: An Act to Raise the Limit for Budgetary Allocations from $500 to $1500

2/24/09 Amendment:

Whereas, the MSA Bylaws: Chapter 4 Section 4.40 Clause B state:
“The Vice President, as the Association budgetary officer, shall notify the Senate Operations Committee and provide the Operations Committee with a copy of all line-item transfers. Line item transfers cumulatively exceeding $500 in any line item will require the approval of the Senate Operations Committee”, and

Whereas, in recent fiscal years, larger reallocations and line item transfers occur more frequently beyond the $500 cap and the frequency of transfers less than $500 is decreasing, and,

Whereas, documentation shows that previous MSA Vice Presidents have made requests to transfer monetary amounts upwards of $3,000 to STRIPES in FY08 and $3,713.28 to the Craft Studio in FY09, and

Whereas, it was requested by the MSA Advisor to transfer $2,250 from the MSA Advisor ‘Travel’ Account into the MSA Advisor ‘Supplies’ Account for new purchases in the Center for Student Involvement, and,

Whereas, this will expedite the process when it pertains to eminent purchases and budget line item transfers, and,

Whereas, documentation will still be provided to the Operations Committee when transfers are under the $1,500 cap to ensure awareness and transparency.

Therefore, be enacted by the Missouri Students Association Senate that the following clause in the MSA Bylaws be changed to state:
“The Vice President, as the Association budgetary officer, shall notify the Senate Operations and Budget Committees and provide both  a copy of all line-item transfers. Line item transfers cumulatively exceeding $1500 in any line item will require the approval of the Senate Operations Committee. The Vice President shall provide documentation concerning all transfers which do not require approval by the next Operations meeting.”
