48-55: An Act to Authorize Compensation of a Second Chief of Staff Pursuant to 4.50a of the MSA Bylaws

WHEREAS, the MSA bylaws allow that the Chief of Staff be compensated for time spent working for the Office of the President and the Missouri Students Association, and

WHEREAS, the Chief of Staff shall attend MSA auxiliary meetings that are open to the public and regularly meet with auxiliary heads thus increasing communication and cooperation between the branches of government and auxiliary units, and

WHEREAS, the Chief of Staff will work with the Office of the MSA President to represent the student voice to the administration as well as advise the Office on issues, with a special emphasis on the status of auxiliaries and,

WHEREAS, the Chief of Staff has and can represent the MSA Executive branch to the campus and system level, and

WHEREAS, the Chief of Staff has and will increase student representation on Campus committees and groups formed to craft and revise policy, and

WHEREAS, the current structure of auxiliary oversight is flawed, leading to notable controversies involving KCOU and the Craft Studio in recent years, and

WHEREAS, one Chief of Staff is unable to handle the workload of the status quo and the additional suggestions contained herein, and

Whereas, there are grounds for the trial period of a Second Chief of Staff, with pay, and

Whereas, this trial period shall be considered in effect from the passage of this bill until the Second Meeting in November of 2009, and

Whereas, at the time of the Second Meeting in November, the Second Chief of Staff position shall come under review by the whole Senate in order to confirm the position, retain the position for one more year of trial, or outright cancelation of the position.

THEREFORE, be it enacted by the Missouri Students Association Senate that a second Chief of Staff receives a compensation allowance as outlined in 4.50A, and

Therefore, be it further enacted that the Second Chief of Staff position be tried in a trial period to last from the passage of this bill until the Second Meeting in November of 2009, with pay, at which time the position shall be reviewed by the Missouri Student Association Senate, and

THEREFORE, be it further enacted that the Chief of Staff shall be paid at the minimum wage rate of $7.05/hour for 6 hours/week for 16 weeks for a total of $676.80 through the end of Fiscal Year 2009, and

THEREFORE, be it further enacted that 4.50A of the MSA bylaws are amended to include a second Chief of Staff and recognize increases in the state minimum wage as of January 1, 2009:

The Two Clerks of the Senate: $700 $731.11 per fall and winter semester
($6.75 $7.05/hr x 6 hrs/week)

 

Two President’s Chiefs of Staff: $700 $731.11 per fall and winter semester
($6.75 $7.05/hr x 6 hrs/week)

The three BEC Executive Board members: $650 $678.89 each per fall and winter semester
($6.75 $7.05/hr x 6 hrs/week)
