48-42: A Resolution for the Multicultural/Diversity Student Fee to remain at $3.18 per student per annum

WHEREAS, the Multicultural/Diversity Fee helps facilitate cooperation between underrepresented students for the benefit  of the entire undergraduate and graduate populations of this University, and
WHEREAS, the Multicultural/Diversity Fee helps students of other ethnicities and from other cultures, contribute to the overall collegial experience by enabling them to actively engage and expose the undergraduate and graduate populations  of this University to cultures from around the world, and
WHEREAS, the University recognizes the Legion of Black Collegians, the Hispanic American Leadership Organization, the Asian American Students Associations, and the Triangle Coalition as the official student governments and organizations of their populations, respectively, and
WHEREAS, Four Front serves as an umbrella organization to All minority groups on campus and their mission and purpose are directly aligned with the purpose of the Multicultural/Diversity Fee, and
WHEREAS, the organizations that are covered by Four Front are as follows:
•    Legion of Black Collegians(LBC)
•    Hispanic American Leadership Organization(HALO)
•    Triangle Coalition
•    Asian American Association(AAA)
•    Feminist Student Union(FSU)
•    Spiritual Youth for Reproductive Freedom(SYRF)
•    Jewish Student Association(JSA)
•    Students Advocating the Multicultural Experience(SAME)
•    Missouri Student Association(MSA)
•    Sigma Lambda Gamma
•    Four Directions
•    South Asian Student Association(SASA)
•    Gamma Rho Lambda
•    Muslim Student Organization(MSO) And
WHEREAS, the Diversity Fee is divided amongst the following organizations in the following manner, as a result of the size of their representative populations on this University campus
•    Four Front – 15% (3% Diversity Discretionary Fund, 12% Support Staff)
•    Legion of Black Collegians(LBC) – 45%
•    Hispanic American Leadership Organization(HALO) – 15%
•    Triangle Coalition – 5%
•    Asian American Association(AAA) – 20%, and
WHEREAS, Four Front uses its budget to help fund programs geared towards minority leadership development for minority groups that do not fall under the respective umbrellas of the Legion of Black Collegians, Hispanic American Leadership Organization, Triangle Coalition, and the Asian American Association,  and
WHEREAS, the Legion of Black Collegians, Hispanic American Leadership Organization, Triangle Coalition, and the Asian American Association use their budgets to help fund and/or co-sponsor programming by organizations that fall under their respective umbrellas, in the following manner

And,
WHEREAS, the Diversity Discretionary Fund was created so that organizations that do not fall under Four Front’s umbrella  are able to petition for funding for diversity based programming, and
WHEREAS,  the above mentioned organizations have been fulfilling the mission and purpose expressed in the creation of the Multicultural/Diversity Fee since its inception in 2007, and
WHEREAS, some of the above mentioned organizations have achieved noted successes, not only on this University campus, but also nationally. For example, the Legion of Black Collegians (LBC) is the only Black Student Government nationwide and serves as a blueprint for several organizations across the country. The Legion of Black Collegians has also formed the Big 12 Council on Black Student Government, which is the governing council for all Big 12 Black Student Organizations and alliances. From this council, the first ever Big 12 Conference on Black Student Government was formed, and held at MU. The council is now celebrating its 32nd anniversary, and the conference boasts more than 1000 participants each year from schools nationwide, and
WHEREAS, the above mentioned organizations have been responsible stewards of the funding received in past years, and
WHEREAS, the above mentioned organizations do not wish to put any more of a financial burden on students of this University, and
WHEREAS, the Multicultural/Diversity Fee is currently $3.18 per student per annum, and
WHEREAS, in Senate Bill 46-29, the purpose of the Multicultural/Diversity Student Fee, hereafter referred to as the Diversity Fee, is specifically stated to be “To establish a Multicultural/Diversity Student Fee to facilitate cooperation between underrepresented students for the benefit of the entire undergraduate population,” AND
WHEREAS, that bill goes on to say in the sixth whereas clause that the recognized minority population student governments and organizations had all “expressed the need for a joint fee to facilitate interaction among one another and have the ability to co-program with outside groups such as Student Life, ORG, and committees within MSA,” AND
WHEREAS, the Department of Student Life in a document outlining the Criteria for Funding Eligibility for Diversity Fee Money, which was not approved by the intended managing parties, says of the background behind the fee and Senate Bill 46-29, “the resolution called for a discretionary fund to be established,” and goes on to say that, “The discretionary fund for diversity programs has approximately $1,500 to support diversity program requests for the Fall 2008 semester with an additional $1,500 (approximately) allocated for the Spring 2009 semester,” and sets limits as to how much organizations can ask for by saying, “As a result, it is recommended that proposals be limited to a $250 maximum per event, per organization,” AND
WHEREAS, nowhere in Senate Bill 46-29 is there called for the establishment of a discretionary fund, or for funding limits to be set for qualifying student organizations, AND
WHEREAS, the Department of Student Life, as reported in its 2007-2008 budget (FY08 Actual), $30,771, or 25.5% of the total revenue of the Diversity Fee, was transferred to the “Equipment Reserve,” AND
WHEREAS, that $30,771 comes out to be about $0.62 of fee money that was taken by the Department of Student Life for purposes not related to those defined for the revenue of the Diversity Fee, AND
WHEREAS, this type of behavior is deceitful, contrary to the purpose that the students of the University of Missouri-Columbia pay this fee for, and cannot be held an acceptable practice in the future;
THEREFORE BE IT RESOLVED that, in light of the inherent $0.62 taken from the Diversity Fee by the Department of Student Life in the 2008 Fiscal Year, $0.31 of the FY10 Student Life fee is reallocated to the Diversity Fee and, separately, that Student Life Fee is decreased by $0.31 from the recommended fee increase of Bill #48-50, and
THEREFORE, be it further resolved that the cap on Diversity Fee allocations to campus organizations that are eligible for discretionary Diversity Fee funding be increased from $250 to at least $500.
