48-116: A Resolution to Establish Guidelines and Standard Practices as Related to MUTV Equipment Reserve and KCOU Equipment Reserve Funds

WHEREAS, both MUTV and KCOU have demonstrated a need for MSA allocations to facilitate the purchase of new equipment and to cover costs associated with moving into phase two of the new student center, and

 

WHEREAS, the FY10 budget will include the formation of two funds related to funding MUTV and KCOU in regards to the new student center, and

 

WHEREAS, the purpose of these two line items, MUTV Equipment Reserve and KCOU Equipment Reserve, is to allocate funds for capital equipment as related to the new student center move of both MUTV and KCOU, and

 

WHEREAS, it is imperative to create safeguards to ensure the money allocated for equipment is spent as intended, and

 

WHEREAS, it is important to ensure money allocated for the purpose of funding capital equipment for MUTV and KCOU in the future remains available until it is required, and

 

WHEREAS, it is also crucial that the funds are not available until phase two of the new student center is completed in order to reduce the chance of misuse, and

 

WHEREAS, continued oversight of these funds is essential, and

 

WHEREAS, past experience with equipment reserve funds has clearly demonstrated the need for guidelines and practices to ensure the appropriate use of funds, and

, be it resolved by the Missouri Students Association Senate that the MUTV Equipment Reserve and KCOU Equipment Reserve funds will behave like gift accounts and will not roll over into the MSA budget, and

THEREFORE

 

THEREFORE, be it further resolved that the funds allocated in these two accounts will be used expressly for the purchase of capital equipment as related to the phase two new student center move and construction of studios, and

 

THEREFORE, be it further resolved that funds allocated to these equipment reserve accounts may not be used until phase two of the new student center is completed, and

 

THEREFORE, be it further resolved that the MSA student government advisor be charged with oversight of purchases made with moneys from these two funds and report to the Budget Committee on said purchases, and

 

THEREFORE, be it further resolved that the Budget Committee will annually inform full senate as to the status of both funds and the purchases made with moneys from each fund.
