PURPOSE: To recommend that the Missouri House of Representatives Pass Senate Bill 873 as Passed by the Missouri Senate and to express support for a sunset clause for a Voting Student Curator in the form of a consent bill in the 2009 legislative session.
WHEREAS, the students of the University of Missouri system have had a nonvoting student representative in good standing on the Board of Curators of the University of Missouri since 1984, and
WHEREAS, the students of the University of Missouri system currently provide more than any other single source (48.2%) of the total operations budget of the University of Missouri system, and
WHEREAS, the students of the University of Missouri are acutely aware of the many statewide issues that have been presented to the Missouri Senate and House of Representatives this session, and
WHEREAS, On February 1, 2005, the Missouri Students Association Senate passed Bill 44-34, A Joint MSA/GPC Resolution to Support the Work of the Associated Students of the University of Missouri, which expressed support for a the creation of a voting student representative of the Board of Curators, and
WHEREAS, On December 12, 2007, Missouri Senate Senator Chuck Graham submitted Bill 873, which “provides for a voting student curator on the University of Missouri board of curators if Missouri loses a congressional district based on the 2010 census,” and
WHEREAS, On February 13, 2008, MSA Senate passed Bill 47-25, A Resolution Supporting a Voting Student Representative on the Board of Curators, and
WHEREAS, Bill 47-25 states, “Be it resolved that the students of the University of Missouri-Columbia do reaffirm their support for the student representative to the Board of Curators to be given a vote on all appropriate matters with respect to the Board of Curators,” and
WHEREAS, On February 21, 2008, a substitute version of Missouri Senate Bill 873 was passed by the Missouri Senate Education Committee, and
WHEREAS, The substitute bill was adopted by the Missouri Senate on April 1, passed on April 3 by a vote of 31 to 2, and reported to the Missouri House of Representatives, and
WHEREAS, On April 22 MSA Senators joined Student Curator Tony Luetkemeyer and ASUM at a public hearing on Senate Bill 873 by the House Higher Education Committee to express support for the bill, and
WHEREAS, On May 4 the Higher Education Committee passed Senate Bill 873, and
WHEREAS, there has been new interest expressed among some Representatives in adding a sunset clause to Senate Bill 873, and
WHEREAS, the Missouri Students Association recognizes and acknowledges this concern with ASUM and the Representatives, and
WHEREAS, the Missouri General Assembly’s business must be completed by 6:00 p.m. on May 16, which does not allow time for further amendments to be properly considered by the Missouri Senate.
THEREFORE, Be it resolved that the Missouri Students Association recommends that Missouri House of Representatives pass Senate Bill 873 as passed by the Missouri Senate, and
THEREFORE, be it further resolved that MSA and ASUM will work closely with concerned Representatives in the 95th General Assembly to quickly propose and pass a Voting Student Curator sunset clause in the 2009 legislative session.
