47-31: An Act to Bring the BEC Handbook before the Full Senate and Require Voting Application Trials

PURPOSE: To make the BEC Handbook approval process consistent with those of all other Senate bylaw changes and ensure the voting application receives a thorough trial before each campus-wide election.

WHEREAS, according to Section 5.07 of the Senate bylaws, the BEC handbook “shall have the same power and force as these By-Laws,” and

WHEREAS, all other Senate bylaw changes are passed through the Full Senate, and

WHEREAS, the 2008-09 MSA Senate voting application was unnecessarily difficult to use and did not include necessary directions for voting for multiple candidates.

THEREFORE, be it enacted by the Missouri Students Association Senate that Chapter 5 of the Senate bylaws be amended:

5.02 (D) HANDBOOK— Each year the BEC shall create a handbook containing specific guidelines for the session’s Senate elections. This handbook must be filed with the Clerk of the Senate at least 50 days prior to the Senator elections and approved by the Operations Committee and Full Senate by the end of January. This handbook shall include the time, date, and location of at least three candidate training sessions to be held during normal Senate hours on Tuesday or Wednesday, as well as a scheduled voting application trial whose results shall be reported to the Department of Information Technology, MSA Advisor, and MSA Senate Speaker. Once approved, this handbook shall have the same power and force as these By-Laws. The BEC and all slates are mandated to follow its provisions.
