47-23: A Resolution to Place Emergency Contact Information on the Back of Student ID Cards

PURPOSE:  To formally recommended that the Identification Card Office begin immediate production of the following emergency contact numbers on the back of student identification cards.
•    911
•    MUPD
•    STRIPES
•    Student Health Center
•    Mid MO Crisis
•    Rape and Abuse Hotline

WHEREAS, Identification cards are a logical place for emergency contact information, as Texas A&M has proven, and

WHEREAS, Every University of Missouri student receives an identification card, and

WHEREAS, Having STRIPES’ number on identification cards would supplement their advertising budget, and

WHEREAS, In February 2007 STRIPES executives and MSA Advisor Farouk Aregbe visited the Texas A&M campus to study their CARPOOL safe ride program, and

WHEREAS, In April STRIPES Executive Member CJ McDonald proposed emergency contact numbers to ID Office Director Nani Fudge, and

WHEREAS, Fudge initially declined to add the numbers to the back of ID cards, and

WHEREAS, In May McDonald approached the MSA Senate Student Affairs Committee with the issue, and

WHEREAS, The Student Affairs Committee worked with MSA President Rachel Anderson to propose the program to Vice Chancellor Cathy Scroggs, and

WHEREAS, In September Scroggs informed Anderson that new ID cards with additional space for printing emergency contact numbers would be ordered, and

WHEREAS, In November Fudge requested a meeting with the Student Affairs Committee to confirm emergency contact numbers for the backs of ID cards, and

WHEREAS, Student Affairs met with Fudge on December 4 and presented the following numbers:
•    911
•    MUPD
•    STRIPES
•    Student Health Center
•    Mid MO Crisis
•    Rape and Abuse Hotline, and

WHEREAS, In January 2008 the ID office began printing a limited number of emergency contact numbers on the backs of ID cards, and

WHEREAS, On February 4 Student Affairs Chairwoman Erin Moran met with Fudge to discuss the discrepancy, and

WHEREAS, Fudge stated that 911 would not be included because all students already know it, and

WHEREAS, Fudge stated that MUPD would not be included because it would confuse international students, and

WHEREAS, The 900 block of the Ashwood local apartment complex burned down in April 2007, and it was later discovered that international students who witnessed the fire were not aware of any local emergency contact numbers, and

WHEREAS, The Missouri International Student Council agrees that MUPD’s number should be placed on the back and agree that there will not be confusion between 911 and MUPD, and

WHEREAS, Student Health Center Director Susan Even, MUPD Major Doug Schwandt, and Comprehensive Human Services, Inc. Administrative Representative E. Leigh Voltmer have consented to having their contact numbers placed on the back of student ID cards.

THEREFORE, Be it resolved by the Missouri Student Association Senate that the Identification Card Office begin immediate production of emergency contact numbers on the back of student identification cards.
