A Resolution to Establish an ad-Hoc committee to investigate the feasibility of establishing the Department of Student Activities as Student Activities, separate from MSA/GPC

Purpose: To establish an ad-Hoc committee to investigate the feasibility of establishing the Department of Student Activities as Student Activities, separate from MSA/GPC.

 

Whereas, the DSA operates almost autonomously from the rest of MSA already, and

 

Whereas, in the last five years DSA has never been included in an executive platform to any real specific degree, and

 

Whereas, in the last five years DSA has rarely had any directives come down from either the President, Vice President, or Legislative Branch, and

 

Whereas, the Executive Branch is 1.10B the President is charged with a list of responsibilities that are both hard to follow and some rarely executed over DSA because of its complexity and internal policies, and

 

Whereas, the establishment of DSA as its own entity may increase the overall productivity of the Department, and

 

Whereas, it would be premature to suggest a plan of action without adequate research, and

 

Whereas, the creation of an ad-Hoc committee does not bind the senate to what it is investigating,

 

Be it resolved that, The MSA senate convene an ad-Hoc committee in the winter semester, headed by the appointed director of DSA and a senator appointed by the Speaker of the Senate, to investigate the feasibility/benefits of:

  1. Establishing DSA as Student Activities, thus separating them from MSA,
  2. How the new department would be funded.

 

Be it further resolved that, if the ad-Hoc committee finds the separation to be both feasible and beneficial to MSA and the Department that they:

  1. Write legislation recommending the change, in time for the change to be voted on with a student referendum as required by the Constitution,
  2. Within this legislation, include specifically written By-Laws for the new department with the legislation.
