46-66: A Resolution to Formalize the Relationship between Mizzou After Dark and MSA/GPC Tech Crew

PURPOSE: To define the benefits and responsibilities in a working relationship between Mizzou After Dark and MSA/GPC Tech Crew.

WHEREAS, Mizzou After Dark was founded by Department of Student Life Assistant Director Kathy Murray with $25,000 in Student Life carryover funds, and

WHEREAS, former MSA President Mykael Wright proposed a $5 Late Night Programming student fee in 2002, and

WHEREAS, Then-Assistant Director for Student Life Mark Lucas suggested that the fee be incorporated into an overall Student Life increase to cover needs such as a full-time Lesbian, Gay, Bisexual, and Transgender Resource Center Coordinator, and

WHEREAS, MSA supported the proposed Student Life fee with $100,000 earmarked for late night programming and Graduate Assistant salaries, and

WHEREAS, Mizzou After Dark functioned under a static budget through 2005, and

WHEREAS, Mizzou After Dark’s budget was reduced by $23,000 in 2006 as part of a department-wide Student Life decrease to accommodate staff salaries, and

WHEREAS, Mizzou After Dark’s attendance and production size have increased dramatically since 2002, and

WHEREAS, Student Life’s five year plan that was submitted to the Student Fee Review Committee in 2006 includes hiring a full time staff member to manage Mizzou After Dark in Winter Semester 2008, and

WHEREAS, Hiring a full time Mizzou After Dark staff member will result in an additional $20,000 cut from late night programming between 2008 and 2011, and

WHEREAS, Mizzou After Dark is the least funded university managed late night programming department per student population in the country, and

WHEREAS, Mizzou After Dark Coordinator Sara Garner has made a commitment to maintaining the program’s success by maximizing its efficiency, and

WHEREAS, MSA/GPC Tech Crew provided Mizzou After Dark with at least $2,380 in value through free equipment and labor, and

WHEREAS, Mizzou After Dark spent approximately $15,000 on advertising in Fall 2006 and Winter 2007, all of which included the MSA logo, and

WHEREAS, Mizzou After Dark has already scheduled its Fall 2007 and Winter 2008 events, and

WHEREAS, Mizzou After Dark has already provided MSA/GPC Tech Crew with tentative equipment and labor needs for its Fall 2007 and Winter 2008 events, and

WHEREAS, MSA and Campus Activities, which encompasses Mizzou After Dark, jointly acquired storage space at Rock Quarry in 2002 with the assistance of Vice Chancellor for Student Affairs Cathy Scroggs, Assistant Vice Chancellor Jeff Zeilenga, Campus Facilities Associate Director of Communications Phil Shocklee, and Student Services Associate Director Mary Flatt, and

WHEREAS, A defined relationship between Mizzou After Dark and MSA/GPC Tech Crew allows Mizzou After Dark to secure equipment and labor with more efficiency, and MSA/GPC Tech Crew to determine more easily whether equipment or labor will be available for other MSA events or rental to Jesse Hall.

THEREFORE, Be it resolved by the Missouri Students Association that Mizzou After Dark will provide MSA/GPC Tech Crew with at least 30 days notice in order to secure potential equipment and labor from MSA/GPC Tech Crew free of charge, and

THEREFORE, Be it further resolved that the MSA Tech House will be designated for use by MSA and Campus Activities with a yearly space review to be conducted by Student Life Assistant Director Kathy Murray, MSA/GPC Tech Crew Coordinator Sarah Stone, and the Department of Student Activities director or his or her representative, and

THEREFORE, Be it further resolved that Mizzou After Dark will include MSA Films in its advertisements whenever possible, and

THEREFORE, Be it further resolved that Mizzou After Dark will continue to include the MSA logo on all of its advertising, and

THEREFORE, Be it further resolved that Mizzou After Dark will work with the Missouri Student Unions to rent small scale equipment when the full use of MSA/GPC Tech Crew is impractical.
